Cooperation between Paris and Bethlehem
التعاون بين باريس وبيت لحم
La Ville de Paris est engagée aux côtés de la Municipalité de Bethléem pour améliorer les services urbains aux populations et réduire l’impact du changement climatique. Unies par des liens d’amitié et de coopération anciens, les deux villes mettent en oeuvre des partenariats ambitieux en matière de ville durable (eau, assainissement et mobilité).
Le projet « Réinventer la place de la nativité » est né de ce partenariat ancien, grâce au soutien de l’Agence française de Développement.
The city of Paris is committed alongside Bethlehem municipality to improve urban services to the people and reduce the impact of climate change. United by ancient bonds of friendship and cooperation, the two cities are implementing ambitious partnerships in sustainable cities (water, sanitation and mobility).
This project « Reinventing public spaces » is born from this history, thanks to the precious support of AFD (French Development Agency)
تلتزم مدينة باريس إلى جانب بلدية بيت لحم بتحسين الخدمات الحضرية للناس وتقليل تأثير تغير المناخ، متحدون بروابط الصداقة والتعاون القديمة . تقوم المدينتان بتنفيذ شراكات طموحة في المدن المستدامة (المياه والصرف الصحي والتنقل).

تشجيع ثقافة المشي في بيت لحم
Paris accompagne aujourd’hui la volonté du Maire de Bethléem de transformer la place de la Nativité, dédiée au stationnement, en un espace public apaisé et convivial pour tous les usagers. Le Maire souhaite plus globalement améliorer le confort des piétons et des touristes sur l’ensemble de son territoire.
Ce projet s’inscrit dans la continuité de la coopération urbaine engagée en 2016 pour élaborer une stratégie de mobilité durable à l’échelle de l’agglomération. Il est urgent de repenser les flux de déplacements à Bethléem, où la congestion du trafic est croissante et l’espace public réservé à l’automobile. Les trottoirs, lorsqu’ils existent, sont dégradés et envahis par du stationnement sauvage, ce qui entrave et dissuade les parcours piétons. Un changement de culture doit être enclenché au plus vite pour transformer les comportements de mobilité et sortir d’un usage exclusif de la voiture individuelle.
À Bethléem, ville millénaire d’Histoire et de culture, l’espace public reste à reconquérir au profit de tous les citoyens.
En 2020, la ville sera capitale arabe de la culture. Ces festivités offrent un calendrier idéal pour afficher des réalisations emblématiques et innovantes. Avec le soutien de l’Agence Française de Développement, un nouveau programme de coopération sera mis en oeuvre de juin 2019 à juin 2021. Il vise à amorcer un meilleur partage de l’espace public et à libérer le potentiel de la marche sur le territoire, grâce à des activités de sensibilisation et à une action exemplaire et démonstrative sur la place de la Nativité.
Les citoyens seront au coeur du projet. Des outils d’urbanisme culturel et participatif seront mobilisés avec des expérimentations, des chantiers collectifs et des animations, pour imaginer avec les habitants les futurs aménagements.
Today, Paris is supporting the Mayor of Bethlehem to transform the Nativity square, dedicated to parking, into a peaceful and convivial public space for all users. The Mayor wishes more generally to improve the comfort of pedestrians and tourists throughout its territory.
This project is a continuation of the urban cooperation initiated in 2016 to develop a sustainable mobility strategy at the agglomeration scale. It is urgent to rethink travel flows in Bethlehem, where traffic congestion is increasing and the public space reserved for cars. Sidewalks, where they exist, are degraded and invaded by wild parking, which hinders and deters pedestrian paths. A change of culture must be initiated as soon as possible to transform the mobility behaviors and to come out of an exclusive use of the individual car.
In Bethlehem, a thousand-year-old city of history and culture, public space remains to be reclaimed for the benefit of all citizens.
In 2020, the city will be Arab capital of culture. These festivities offer an ideal calendar for displaying iconic and innovative achievements.
With the support of the French Development Agency, a new cooperation program will be implemented from June 2019 to June 2021. It aims to initiate a better sharing of public space and to unlock the potential of walking on the territory. , thanks to awareness-raising activities and an exemplary and demonstrative action on the Place de la Nativité. Citizens will be at the heart of the project. Tools of cultural and participative urban planning will be mobilized with experiments, collective building sites and animations, to imagine with the inhabitants the future developments.
اليوم، تدعم باريس رئيس بلدية بيت لحم في خطوة تحويل ساحة المهد إلى مكان عام هادئ ومريح لجميع المرتادين إليه. يرغب رئيس بلدية بيت لحم بشكل عام في تحسين الظروف للمشاة والسياح في المدينة.
هذا المشروع هو استمرار للتعاون الحضري الذي بدأ في عام 2016 لتطوير خطة مرور، حيث أنه من الضروري إعادة النظر في تدفقات القادمين إلى بيت لحم حيث يزداد الازدحام المروري وتواجد السيارات وركنها في أماكن عديدة تعيق سير المشاة، فإنه من الهام البدء بالعمل على تغيير ثقافة المواطنين في مدينة بيت لحم التاريخية والثقافية تجاه سلوكيات التنقل وإستخدام المساحات العامة بما يصب في مصلحة المواطن وخاصة أن بيت لحم على أبواب عام 2020 وستكون عاصمة للثقافة العربية.
بدعم من الوكالة الفرنسية للتنمية بدأ تنفيذ المشروع في شهر حزيران 2019 وسيستمر حتى شهر حزيران 2021 ويهدف إلى إستخدام أفضل للمساحات العامة وتشجيع ثقافة المشي من خلال أنشطة عديدة في ساحة المهد وسيكون المواطن شريكاً في هذا المشروع.
